Dr. Cornelius P Rhoads for the Rockefeller Institute for Medical Research (now Rockefeller University)
Rhoads deliberately infected several Puerto Rican patients with cancer cells.

This guy later worked for the US Army on biological weapons, was on the cover of Time magazine in June 1949 for cancer research, and was honored by the US government with the US Legion of Merit for his work. The American Association of Cancer Research had a Cornelius P. Rhoads Memorial Award up until 2003, when they renamed the award because of the controversy surrounding him. His defenders claim he didn’t actually do what he said he did and that he wrote the quoted letter above in a moment of anger after his car was vandalized — but any doctor who would actually write that shit down must have had it stirring in the pot and nothing about this sicko would surprise me.
